Howard worked in private industry. After retirement in November of 1999, Howard joined the Placer County Sheriff’s Office as a STARS (Sheriff’s Team Of Active Residents) uniformed volunteer. Howard was also an active member of the Knights Of Columbus and SIRS (Seniors In Retirement Service).

As a volunteer, Howard assisted with traffic and crowd control at large events, parades and safety fairs, residence vacation checks and assisted running the South Placer Sub-Station office when staff was off. For many years Howard also volunteered with Search & Rescue in communications and assisted the unit with fundraising for much needed equipment. Howard received the Presidential award for documented 4884 hours of volunteer service, although his actual number of hours was much higher.

In 2007, Howard joined the Foothills K-9 Association, a 501(c)3 non profit organization for the benefit of active and retired law enforcement dogs. Once Howard joined the association, he secured our non profit status with the state and federal governments, served as a director-at-large and the president of the association. Howard served at most all of our fundraising events throughout the year and was instrumental in causing the organization’s growth and success.
